CMS Extends QPP Data Submission Deadlines to April 15

The US Centers for Medicare & Medicaid Services (CMS) has extended the performance year 2023 Merit-Based Incentive Payment System (MIPS) data submission deadline and reopened the 2023 MIPS Extreme and Uncontrollable Circumstances (EUC) Application.

The deadline has been extended to April 15, 2024, at 8:00 pm ET.

These decisions were in direct response to a cybersecurity attack on Change Healthcare—a subsidiary of UnitedHealth Group—that occurred in late February and has significantly impacted reimbursement for providers across the country.

 

MIPS Performance Data Submission

To submit your MIPS data:

If your data are reported by a third party, you can follow those same steps in order to review the submission for accuracy.

 

EUC Applications

To take advantage of the reopened EUC exception system, you must cite the cyberattack on Change Healthcare as the reason you are requesting reweighting. Any applications submitted for reasons other than the Change Healthcare cyberattack will be denied. As a reminder, any data a surgeon has previously submitted to CMS will override the application for those performance categories.

To submit an EUC application:

  • Access the QPP Sign-In Page.
  • Select “Exceptions Applications” on the left-hand navigation.
  • Select “Add New Exception.”
  • Select “Extreme and Uncontrollable Circumstances Exception.”
  • Complete the application, select “Ransom/Malware” as the Event Type, and include “Change Healthcare Cyberattack” in the Event Description to receive exception consideration.
