Medicare EHR Incentive Program Timeline

The timeline below lists important dates related to the Medicare and Medicaid EHR Incentive Programs. Please check the American College of Surgeons (ACS) website for updates to this timeline as the program progresses from Stages 1 to 2 and 3. Some of the dates below are subject to change.

2011

  • January 3, 2011: Registration for the Medicare and Medicaid EHR Incentive Program begins.
  • January 3, 2011: Medicare and Medicaid EHR Incentive Program begins.
  • May 1, 2011: Issuing of Medicare EHR incentive payments is expected to begin.
  • October 3, 2011: The final day for EPs to begin their 90-day reporting period. The EP program is based on the calendar year, which ends December 31.
  • 2011: States will initiate the Medicaid EHR Incentive Program on a rolling basis subject to the CMS approval of the state’s Medicaid HIT plan.

2012

  • February 29, 2012: Last day to register and attest in order to qualify for the 2011 incentive payment.
  • August 2012: Meaningful Use Stage 2 criteria released and will be applied to EPs starting in 2014 for those who were Stage 1 meaningful users in 2011 or 2012
  • October 3, 2012: Last day for EPs to begin their 90-day reporting period. The EP program is based on the calendar year, which ends December 31.

2013

  • February 28, 2013: Last day to register and attest in order to qualify for the 2012 Medicare incentive payment.
  • October 3, 2013: Last day for Medicare EPs to begin their 90-day reporting period. The EP program is based on the calendar year, which ends December 31

2014

  • 2014: Meaningful Use Stage 2 begins and will be applied to EPs who were Stage 1 meaningful users in 2011 or 2012.
  • 2014: In 2014 only, all Medicare EPs beyond their first year will begin a 3-month quarterly reporting regardless of what stage they are in. They will choose one 3-month reporting period from the following CMS-specified quarters:
    • Quarter 1: January 1–March 31
    • Quarter 2: April 1–June 30
    • Quarter 3: July 1–September 30
    • Quarter 4: October 1–December 31
  • 2014: Last year for EPs to initiate participation in the Medicare EHR Incentive Program in order to receive incentive payments.
  • July 3, 2014: Last day for Medicare EPs in their first year of Stage 1 to begin EHR reporting period to avoid the 2015 penalty.
  • October 1, 2014: Last day for Medicare EPs in their first year of Stage 1 to register and attest in order to avoid the 2015 penalty.

2015

  • 2015: Penalties will take effect for EPs who are not meaningful users of certified EHRs.
