Pre-Rulemaking Activities: Measure Applications Partnership

The Measure Applications Partnership (MAP) is a multistakeholder partnership that guides the U.S. Department of Health and Human Services (HHS) on the selection of performance measures for federal health programs. The U.S. Department of Health and Human Services (HHS) selected the National Quality Forum (NQF) to convene the MAP to provide prerulemaking input to HHS and CMS. The NQF is an independent not-for-profit organization that evaluates quality measures based on a rigorous multistakeholder consensus-based measure review. In addition to recommending performance measures, the MAP provides guidance to foster alignment across programs, settings, levels of analysis, populations, and between public and private sector programs.
