How to Apply for a MIPS Exception in 2020

If your 2020 MIPS reporting was disrupted by the COVID-19 pandemic, you can apply to reweight your MIPS performance categories under the Extreme and Uncontrollable Circumstances Exception for the 2020 MIPS performance year.

If your application is approved by CMS, you will receive a neutral payment adjustment and avoid a payment penalty for the corresponding payment year (2022).

How to submit an Extreme and Uncontrollable Circumstance Application:

  • Sign in to your account on the QPP website (https://qpp.cms.gov/login) with your HARP credentials.
  • Once you are signed in, click on “Exception Applications” on the left-side of the screen and select “Extreme and Uncontrollable Circumstances.”
  • When filling out the application, you will need to select the performance categories you would like reweighted. If necessary, you may select all four MIPS performance categories.
  • You will be notified via email if your application was approved or denied.

Note: The Extreme and Uncontrollable Circumstances exception will not be automatically applied for eligible clinicians who do not submit MIPS data in 2020. To be eligible for reweighting in 2020, you are required to submit an Extreme and Uncontrollable Circumstances Exception application to CMS.

Visit the QPP Exceptions Applications page for more information on applying for MIPS exceptions.
