The Blue Book: Military-Civilian Partnerships for Trauma Training, Sustainment, and Readiness is a guidance manual published by the American College of Surgeons (ACS) that presents a standardized framework for establishing, operating, and evaluating military–civilian partnerships (MCPs) designed to maintain and enhance military trauma readiness through training, sustainment, and joint education.
It was published by the ACS in 2020 and created by leaders in military and civilian trauma care. Its main goal is to help civilian trauma centers, health systems, and military medical units establish durable, mutually beneficial partnerships that preserve clinical skills needed for combat casualty care and improve civilian disaster response.
