1. Call To Order:

2. Minutes:

The Minutes of the Wednesday, 6. March, 2002 Committee Meeting were reviewed. It was moved and seconded that the Minutes be approved. This motion receicved unanimous approval.

3. Review: 10. May, 2002 Young Surgeons Issues Forum:

The issues and discussion during the forum were reviewed. There was discussion pertaining to the shift in topics of interest to young surgeons from the educational and clinical to the socioeconomic. Doctor Obeid stated that during the ACS 6-11, October, 2002 Congress the ACSPA, which is the American College of Surgeons Professional Association, a 501.C-6 classified Political Action Committee was organized. The creation of this organization is in concert with the thinking of Michigan young surgeons. Surgeons will be able to submit contributions to the ACSPA at the same time their dues are submitted. The purpose of the ACSPA will be to support political candidates having a demonstrated interest in surgical and health matters.

4. Correspondence:

There was no ACS correspondence to be reviewed.

5. Review and Discussion: 2002 Young Surgeons Survey Results:

Doctor Reif initiated discussion of the Survey Results. It was noted that the greatest number of votes were registered for 1. Legislative Voice, 2. Public Relations/enhance Image of the Society, and, also 2. Physician Economics. The question pertaining to interaction with third party payers registered 1. Optimizing Reimbursement, 2. Use of Outcomes date and Economic Profiling. The remainder of the votes per question were heavily in favor of involvement in state political activity and Chapter Socioeconomic activity. Discussion ensued.

It was determined to again survey the young surgeons in Michigan in the late Spring 2003 so that current issues opinions could be used to develop the program agenda for a 2003 Young Surgeons Issues Forum. It was recommended that the Forum be scheduled during the 2003 Annual Meeting at a time where it does not compete with family activities.

The development and organization of the 2003 Young Surgeons Forum will be discussed as an agenda item of the 4. December, 2002 YSIC meeting.

6. Report: Status of the State Trauma System:

Doctor Obeid, a member of the State Trauma Care Commission, as is Donald J. Scholten, MD, FACS, reported that the final draft report of the Commission is with the Governor’s Office for his review. The Health Care Licensing Division, Bureau of Health Services, Department of Consumer & Industry Services, has been asked for clarification on a few points, however there has been no subtentative response pertaining to Report approval. Doctor Obeid pointed out that until the report is released by the Governor’s Office copies of the draft report can not be released by the Department.

There was discussion pertaining to the grave importance of this issue to the people of Michigan and that the Chapter should undertake the necessary efforts to bring a State Trauma Plan and System into being.

7. Discussion: Day in Surgery Program

Doctor Holden could not attend the meeting however submitted a written report. His report included information and suggestions from Colin Ford, Manager, State Government Affairs, MSMS. Four cities and candidates were suggested as Day In Surgery Invitees. It was noted that these four were not an exclusive list, only intended to serve as a catalyst for further suggested sites and candidates. There was also an initial listing of young surgeons proposed to be Day in Surgery Participant-Host Surgeons.

Two issues to be the focus of the Day in Surgery Program were discusses: first, the creation of and Legislative approval for a Michigan Trauma Plan and System, and, second, the expansion of peer review immunity beyond the hospital.

The timing for implementing this program was reviewed. In consideration of the current circumstances pertaining to the November election, 15 days away, it was determined that the organization of the Program would be better served if conducted following the election, when the candidates, completed with campaigning, then office holders, would have time available to participate.

The Committee requested Doctor Holden to complete a Program Action and implementation schedule, making the necessary surgeon and thereby hospital contacts to schedule the Day in Surgery Program at several hospitals in Michigan.

It was determined that the Day in Surgery Theme Focus would be making known to Legislators the importance of a Trauma Plan and System in Michigan and securing their support to achieve same.

The Committee was requested to make known to Doctor Holden their suggestions for hospital locations & Candidates to be involved in the Day in Surgery Program.

8. Discussion: Adopt a Hospital: ACS Hospital Trauma Verification Program

Doctor Walsh could not attend the meeting. The proposed program will be included on the agenda for the 4. December, 2002 YSIC meeting and Doctor Walsh invited to present.

9. Report & Discussion: Michigan Legislation Action Briefing MSMS Government Relations Dept.

There was no report available for discussion.

10. Discussion: Recommendations of Young Surgeons for Committee Membership

Doctor Reif initiated discussion requesting recommendations for Committee Membership. Several young surgeons were identified:

“Pat” Patton, MD
David Kam, MD
Anthony Boutt, MD

Doctor Reif stated he would contact these young surgeons to learn their interest and availability to participate on the Committee.

12. Discussion: Recommendations of Young Surgeons for Membership on The Council

Doctor Reif and Doctor Obied pointed out that the selection of these young surgeons was important in that they would be invited to attend the May, 2003 ACS Leadership & Young Surgeons Conference in Chicago. Discussion ensued. It was determined to request each Committee member to submit a recommendation to the Chair for consideration during the Wednesday, 4. December, 2002 Committee Meeting.

13 Review and Discussion: The 2002-2003 Meeting Calendar

The calendar was reviewed and determined to be appropriate for the Young Surgeons Issues Committee Meetings.
